Update
Where things stand: August 2026
A verified status check across the whole landscape — the Directive's clocks, the missing template act, the wallet deadline four months out, and the Business Wallet still in committee.
As of 27 August 2026: the Directive is in force with its clocks running; the Commission's template implementing acts — due by 31 July 2026 — had not been located by us in the Official Journal as of our verification date; the Member State wallet deadline is under four months away; and the Business Wallet proposal sits in committee. A status check across everything this site covers, so readers arriving now know exactly where the landscape is.
The Directive's clocks
Directive (EU) 2025/25 entered into force on 30 January 2025 [Directive (EU) 2025/25, Art. 5]. Member States have until 31 July 2027 to adopt and publish transposing measures, applying them from 31 July 2028 [Directive (EU) 2025/25, Art. 4(1)–(2)]. Our 27-country table records every Member State as Unknown: we have not yet verified any national transposing measure in an official gazette.
The implementing acts question
The Directive required the Commission to adopt the implementing acts — including the templates for the EU Company Certificate and the digital EU power of attorney — by 31 July 2026 [Directive (EU) 2025/25, Art. 24(2), closing subpara., as inserted]. That date has passed. On our verification date we searched EUR-Lex's legal-acts collection for the phrase "digital EU power of attorney": the only act returned is Directive (EU) 2025/25 itself, and a search for 2026 legal acts combining "power of attorney" with "template" returns nothing. On that basis: as of 27 August 2026 the template implementing acts have not been published in the Official Journal. We will not cite secondary reporting on this — either the acts appear on EUR-Lex or they have not been adopted. Watching for them is a standing item of our weekly source pass, and when they appear, the wallet mapping, granting and revocation pages will be rewritten from their text and this section updated.
If you have an Official Journal reference for these acts, we want it: hello@eudipoa.com.
The wallet clock
Member State EUDI wallets are due within 24 months of the wallet implementing acts entering into force [Regulation (EU) 2024/1183 (eIDAS 2), Art. 5a(1)] — which they did on 24 December 2024 [Implementing Regulation (EU) 2024/2977] [Implementing Regulation (EU) 2024/2981]. That makes the deadline 24 December 2026, under four months from this brief. The wallet-relying-party registration machinery applies from the same day [Implementing Regulation (EU) 2025/848, Art. 11].
The Business Wallet proposal
Still a proposal. COM(2025)0838 was published on 19 November 2025; the parliamentary file (2025/0358(COD)) showed "Awaiting committee decision" on our verification date, with ITRE as the committee responsible [OEIL 2025/0358(COD) (PROPOSAL)Proposal]. Nothing adopted, nothing to comply with; our tracker page carries the status log.
What to watch next
In likely order of impact: the template implementing acts appearing in the OJ; the first national transposition measures (the Directive requires them to reference it on publication [Directive (EU) 2025/25, Art. 4(4)], which makes them findable); Member State wallets shipping against the December deadline; and the ITRE committee report on the Business Wallet. Each will get a dated brief here when it happens — verified first, written second.
