Transposition of Directive (EU) 2025/25: all 27 Member States

Member States must adopt and publish their transposing measures by 31 July 2027 and apply them from 31 July 2028 [Directive (EU) 2025/25, Art. 4(1)–(2)]. As of the last verification of this page, exactly one Member State — Czechia — has communicated transposition measures to the Commission, and none has been verified by us in a national official gazette. Each country name links to a dedicated status page. Unknown means unchecked or not yet existing. It does not mean "no".

This table distinguishes two levels of knowledge: notified (the Member State has communicated measures on the EUR-Lex transposition record [EUR-Lex transposition notifications for Dir. 2025/25Official data] — official data, supplied by the Member State, not proof of complete transposition) and verified (we have read the measure in the national official gazette). No row reaches "verified" until the second thing has happened.

How this table works

A row changes from Unknown only when we have opened the Member State's official gazette (or its official legislation portal) and read the measure. When that happens the row records the national measure's title, its official reference, its dates, and what it actually covers — Article 16c is only one piece of what has to be transposed. Secondary reporting, law-firm client alerts and conference slides never change a row. The Commission's transposition-monitoring data, when it appears on EUR-Lex under the Directive's national transposition tab, will be treated as a pointer to national measures, not as a substitute for reading them.

National measures must reference the Directive on their official publication [Directive (EU) 2025/25, Art. 4(4)], which is what makes gazette-level verification feasible: the reference requirement means a transposing act identifies itself.
