The European Business Wallet (proposal)

The European Business Wallet is a Commission proposal for a regulation — COM(2025)0838, published on 19 November 2025, now in the ordinary legislative procedure as 2025/0358(COD). As of this page's last verification, the European Parliament's file shows the status "Awaiting committee decision". It is not law, its content can change, and nothing on this page should be relied on as if it were in force. This page exists to track the file honestly, because the proposal is already being cited in the wild as though it were settled.

Anyone planning around organisational digital identity who keeps hearing "the Business Wallet will handle that" — and wants to know what has actually been proposed, and where the file stands.

What is on the table

The Commission's digital-strategy policy page describes a proposal for a regulation to establish European Business Wallets as a harmonised digital solution for businesses' interactions and operations across the EU [EU Business Wallet (PROPOSAL)Proposal]. We deliberately do not summarise the proposal's articles here yet. A proposal's text is a moving target until at least the Parliament and Council positions exist; summarising draft articles as if stable is how stale advice gets written. When the file advances materially — committee report, trilogue outcome, adopted text — this page will be rewritten from the then-current text, and the changelog will say what changed.

How it relates to what is already law

Three things are law today and do not depend on this proposal:

• The digital EU power of attorney and EU Company Certificate exist in an adopted directive with fixed deadlines [Directive (EU) 2025/25, Arts. 16b–16c insertion and Art. 4].
• The EUDI wallet obligation on Member States — including for legal persons — and the attestation-of-attributes machinery are in force via Regulation (EU) 2024/1183.
• The relying-party registration regime applies from 24 December 2026 under IR (EU) 2025/848.

Whether the Business Wallet regulation, if adopted, becomes the organisational counterpart or container for any of the above is exactly the kind of question we refuse to answer ahead of the text. What we can say now: none of the adopted instruments' obligations wait for it.
