Directive 2025/25 for identity and wallet providers

The evidence, compatibility and relying-party boundaries identity providers need to plan for.

A wallet can present evidence of authority. The receiving system still needs to determine whether that authority covers the requested action and remains current.

Legal requirements and technical material

The Commission's eventual implementing act for the digital EU power-of-attorney template must cover compatibility with EUDI Wallets [Directive (EU) 2025/25, Art. 24(2)(e)]. That act was due by 31 July 2026 and had not been located in the Official Journal at the 4 September check.

Regulation (EU) 2024/1183 includes powers and mandates to represent natural or legal persons among the attributes that may be covered by electronic attestations [Regulation (EU) 2024/1183 (eIDAS 2), Annex VI, point 9].

The EUDI Architecture and Reference Framework is a living technical baseline. Version 3.0.0 was published on 21 July 2026. It is technical documentation, not law [EUDI Wallet ARFTechnical draft].

Do not claim

Do not call a private credential the official digital EU power of attorney before the legal template and national procedures apply. Do not call an ARF requirement a statutory obligation unless the legal instrument also supports it.
